Dr. Gary Owens has 30 years of experience in healthcare management. He has literally seen the evolution of the healthcare industry from the days of indemnity insurance in the 1980s, through the managed care movement of the 1990s to the current era of health care coverage and payment reform.
Dr. Owens served as the Vice President of Medical Management and Policy at Independence Blue Cross for 22 years with responsibilities for medical and pharmacy management, technology evaluation and medical policy.
Among his accomplishments at IBC was the development of their medical policy process with on-line access, the launch of a coordinated care management approach to medical management, and the 2006 launch of FutureScripts, IBC’s wholly owned PBM.
Forming his own consulting practice in 2007, he now provides strategic and tactical consulting services to a wide range of clients.
As a part of his consulting practice, he is a consultant to Towers Watson and was the co-developer of their Reference Formulary System and its associated management programs. Additionally he consults to over 30 pharmaceutical and device manufacturers regarding launch and reimbursement issues pertaining to managed care.
Additionally, he is active in community service and he is a member of the Board of Directors of the Academy of Managed Care Pharmacy, the past Chair of the Board of Arthritis Foundation of Eastern PA and a former member of the Foundation’s Northeast Regional Board of Directors. He and his wife are active sponsors for the Alzheimer’s Association in PA, DE and NJ.
Outside of work, Dr. Owens enjoys wildlife and nature photography and has previously done photo shoots in Alaska and Canada on polar bears and bald eagles in their native surroundings. When not in the outdoors, he enjoys working in his woodshop, making furniture.
He has presented extensively on managed care, including at conferences of the Academy of Managed Care Pharmacy (AMCP), the National Association of Managed Care Physicians (NAMCP), the Association for Value-Based Cancer Care and numerous others. He has written more than 80 articles on managed care, pharmacy, and biotechnology, which have been published in American Health and Drug Benefits, The Journal of Managed Care Medicine, The American Journal of Managed Care, Journal of Managed Care Pharmacy and Disease Management.
